Unfortunately that is the problematic gpu (with seemingly problematic fan control profile). The bad news is that even after deleting nf from etc/X11, I am not able to control device1 even after creating the /etc/X11//nf as suggested. The good news is that I am able to control the fan speed for gpu0 in nvidia-settings (and ubuntu did load)
